[Corpora-List] Arabic Corpus work in Python

Hi Lisa,
The latest version of Python, python3, has utf-8 as its default encoding,
and this should make it easier for you to work on Arabic. I tried it on both
Windows and Ubuntu Linux, and have seen no problems dealing with Arabic
text.
