That article was published in a for-pay journal:

The physicists were the first ones to the use the WWW,
and they insisted on the right to make all research
publications freely available on the WWW.

The ACL has followed that policy and made all the
articles freely available.

The print journals are rapidly becoming extinct, and I
believe that researchers should accelerate that process.
Publish in freely available journals -- or at least make
preprints available on other sites.
