You might find the HOLJ corpus useful:

The HOLJ Corpus is comprised of 188 judgments from the UK House of Lords 
from the years 2001--2003. The corpus contains several layers of 
annotation, both automatic (several stages of linguistic analysis) and 
manual (rhetorical role and relevance for summarization).
