[Corpora-List] Learner Corpus Analysis Tools (Taggers etc)

[True Friend]

Hi
I am looking for some software specially tagger which can analyse learner
corpus and tag grammatical errors. I have come to know about TOSCA by google
but it is no more available on that link. Any help would be appreciated.
