Hi,

If your country is a member of the IHTSDO, the organization that
maintains SNOMED, you can be granted free access. Otherwise, you or your
organization need to pay a fee in order to get a SNOMED license. Then,
you can for example access the SNOMED terminology (and the Spanish
localized terms) via the UMLS  (see
http://www.nlm.nih.gov/research/umls/licensedcontent/snomedctfiles.html)

However, I think that Brazil is unfortunately not a member of the
IHTSDO, but you can directly check with the organization to verify that.
