[Corpora-List] Developing a Speech Corpus

Hi all,
I want to develop a speech corpus for Pashto in order to conduct my research work. Pashto is a low resource language and there is no such corpus available. I need guidance in the following respects particularly:1. How to collect the data? As there are ethical issues in it. 2. Guidelines for annotating the data
Any suggestion in this regard will be highly appreciated.
