Dear Eirini,
 
I have developed fsts for Pashto language using Xerox tools (lexc and xfst) and have used these fsts in C#. You can get one of my papers (regarding this work) on the following url:

Hello Eirini,

On the download page, there are also links to libraries for xfst. You 
can write your own C code that makes calls into the xfst library 
similarly to writing an xfst script. The library is covered by the same 
license as the executables. There is also a Python interface available.
