[Corpora-List] Evaluation of a manuel annotation tool

I am developing a manual annotation tool specific for dialogue acts in
Arabic.
Fortunately, there are some methods to evaluate a semi-automatic or an
automatic annotation tool, but I have a problem to evaluate my manual tool.
