Definitely. My current ISP has various nodes connecting to the Internet. My connections appear to be in either Bangor in north Wales or in Winchester in southern England but never where I'm actually located.

If I use mobile connections then my apparent location can be anywhere in Europe. I have a mobile broadband "dongle" with, what is now, everything everywhere (the Orange/T-Mobile tie up) and often my connection is assumed to be in Germany because my original contract was with T-Mobile. My other mobile devices can make it appear as if I'm in London (when I'm in actually Edinburgh), Cardiff (when I'm in London) or anywhere at all. When I sat and worked in the London HQ of a multinational computer manufacturer my IP address placed me on the eastern seaboard of the US. It's an Alice in Wonderland Humpty Dumpty notion of locality.
