The dictionary is a social institution that legislates on lexicon. With 
the help of the dictionary, words are recognized, established in the 
language norm and described following lexicographical traditions based 
on methodological choices and in accordance with the rules of the 
dictionary. If words are not recognized by the dictionary they do not 
have social support which would favor its dissemination and ensure its 
place within the established norms. The dictionary is also a commercial 
product meeting the needs of a specific target audience and elaborated 
according to certain pre-established criteria regarding dictionary 
design. It can be a general language dictionary or a specialized 
dictionary, it can be of medium or large size, it can be a paper 
dictionary or an electronic one, etc. The number of words in the 
dictionary, the number of its functions, its microstructure and all the 
elements concerning its definitions, illustrations, quotations, 
etymology, pronunciation, spelling, etc., depend closely on the 
methodological commitments, ideological and lexicographical choices and 
the limits generally pertaining to the size, audience and price of a 
dictionary.

The new media, the advent of computational technology, which enables 
processing of large corpora, make us question theoretical issues related 
to the dictionary. In particular, this is due to the changes in data 
processing chain resulting in dictionary development. For example:

* Lexicographers now have access to a large amount of raw or annotated 
textual data, of general o specialized languages;

* Relational databases allow well-defined descriptions and set all kinds 
of new links between words;

* Statistical tools calculate any type of frequencies and correlations 
of the words in discourse and in dictionaries;

* The size of the dictionary in its electronic version no longer has the 
space problems paper dictionaries had;

* The way of exploring the dictionary, by means of hypertext, allows 
several types of studies exploiting the dictionary in its entirety;

* It is possible to process neologisms, phraseologisms, diatopic, 
diaphasic and diastratic variants, etc., which, thanks to technological 
progress, no longer have geographical limits;

In addition to all these developments, new media such as e-book are 
being widely used. The issues mentioned above bring up certain 
questions. We will address only those involving neology, specialized 
language and computer science:

* As for neology, it would be interesting to see the impact of its 
technical development on the record of neologisms in the dictionary, 
their description and the place they will take in new types of dictionaries;

* As for specialized language, it would be useful to observe how 
encyclopedic dictionaries are structured, what is the role of 
specialized vocabulary in general dictionaries and vice-versa, etc.;

* As for computer science, it has revolutionized the practice of 
lexicography and dictionary design and it opens new areas of research in 
this area.

These are some points of interest for the discussion. Any other 
contribution related to the topic of the conference will be welcome.

The works presented at the conference will be organized and published in 
Proceedings, after being evaluated by El Colegio de México.
