indeed the GMB seems to be what you are looking for. In particular:
* the semantic representations are structures from Discourse
Representation Theory and as such they include VerbNet thematic roles,
Wordet senses, named entities, temporal relations, modality, and more
* the texts are in the public domain, that is, they are free to use
*and* to redistribute. The annotations are also freely available
I'd like to point out that there is an overlap with the Manually
Annotated Sub-Corpus (MASC), as we are trying to include it
incrementally in the GMB. In the latest version of the GMB there are
only six MASC documents, but hopefully that number will increase.
