     Probably not, according to Jane Jacobs, because that's when there 
are more eyes on the street.  But it is an empirical question.  You 
could also check her prediction that taverns such as the White Horse, 
somewhat counterintuitively, make the streets safer by providing even 
more eyes on the street at night.
