You also might want to have a look at ADW:

The measure is a WordNet-based one and can also compute the similarity of
phrases, as long as they are defined in WordNet (which is the case for both
"take_care" and "give_up"). In case a phrase is not defined in WordNet, it
is modeled as a combination of models for its individual constituent words.
