quotation marks

I'm forwarding the following inquiry for a colleague. Please reply directly
to him (killingsworth at tamu.edu); please *don't* reply either to me or to
the list.

Do you know of anyone who has made a study of using quotation marks to
signify what the author considers abnormal or odd or objectionable or
barbaric usages of words, as in "politically correct"
or "democratic"?
