Opinion: Don't get all tongue-tied

For Hong Kong as a whole, English- language capability is clearly a competitive 
advantage. The question, however, is what level of fluency is optimal: it is 
not necessary, and certainly not practical, for everyone here to be fluent or 
even functional in English.
