Background information
For various reasons, the year 2010 will comprise an important landmark
in the history of South Africa. One of these reasons pertains to the
commemoration of the founding of the Union of South Africa in 1910 -
the first united national structure to be established on South African
soil, and the forerunner of the republican state that was established
in 1961, which is judicially regarded as the first South African
state. However, the commemoration of the Union of South Africa is also
very important from a language-political point of view, for two main
reasons: the development of the so-called dual-stream philosophy,
which comprised the ideological foundation of official bilingualism in
English and Dutch /Afrikaans; and the establishment of Bantu education
- one of the main pillars on which the apartheid ideology was
constructed. Both of these developments ultimately had a lasting
impact on the course of language-political events in South Africa.
Their after-effects are still pr!
esent, as can be observed, for example, in the contemporary discourse
on mother-tongue education, language development, language justice,
etcetera.
Rationale
Although reviews regarding language in South Africa do, in fact,
thoroughly take account of the fundamental principles of language
policy, as laid down since the Union period, exclusive attention has
not been accorded, to date, to the comprehensive kind of review that
is envisaged here. A special issue of SALALS which undertakes to
provide such a review would comprise an important supplementation of
existing sources in the study of language politics in South Africa, as
well as in respect of language in general in this country. In any
case, such a publication would be the first comprehensive review of
language policy development to be released during the 100-year period
up to the present time.
Objective
The primary objective of the Union Supplementum would be to provide a
critical overview of language-political development in South Africa
from the establishment of the Union of South Africa in 1910 up to and
including the year 2010.
Themes
Researched articles providing reviews on developments in the following
domains (in terms of Kenneth McRae's 1975 language-policy model) will
be included:
*Politics and government (legislatures, courts, national
administration, provincial government, local government, security
forces, etc.)
*Education (primary and secondary, higher education, etc.)
*Mass media (electronic media, the press, book publications, etc.)
*The working world (communication with the public - including, inter
alia, advertising and promotion, public signs, communication between
enterprises and their employees, liberal professions, licensed trade,
small businesses, etc.)
*Culture and recreation (churches, voluntary organisations,
entertainment, sport, etc.)

Agtergrond
Die jaar 2010 is vanweë verskeie redes 'n belangrike baken in die
geskiedenis van Suid-Afrika. Een daarvan is die herdenking van die
totstandkoming van die Unie van Suid-Afrika in 1910, die eerste
verenigde staatlike struktuur op Suid-Afrikaanse bodem en voorganger
van die republikeinse staat wat in 1961 tot stand gekom en wat
regskundig as die eerste Suid-Afrikaanse staat beskou word. Die
herdenking van Uniewording is egter ook vanuit taalpolitieke oogpunt
baie belangrik vanweë twee hoofredes, die totstandkoming van die
sogenaamde tweestroom-filosofie, wat die ideologiese begronding was
van amptelike tweetaligheid in Engels en Nederlands/Afrikaans, en die
totstandkoming van Bantoe-onderwys, een van die belangrikste pilare
waarop die apartheidsideologie gebou is. Beide ontwikkelings het
uiteindelik 'n langdurige impak gehad op die verloop van taalpolitieke
gebeure in Suid-Afrika. Die nawerking daarvan is steeds aanwesig, soos
waargeneem kan word in byvoorbeeld die kontemporê!
re diskoers oor moedertaalonderwys, taalontwikkeling, taalberegtiging
ensovoorts.
Rasionaal
Ofskoon oorsigte oor taal in Suid-Afrika wel deeglik rekening hou met
taalbeleidsgrondslae wat vanaf die Unietydperk gelê is, is daar tot
hede toe nog nie uitsluitlik aandag geskenk aan 'n die omvattende
soort oorsig wat hier beoog word nie. 'n Spesiale SALALS-uitgawe wat
so 'n taak verrig, sal 'n belangrike aanvulling wees tot bestaande
bronne by die studie van taalpolitiek in Suid-Afrika maar ook oor taal
in Suid-Afrika oor die algemeen. In ieder geval sal dit die eerste
omvattende oorsig oor taalbeleidsontwikkeling gedurende die 100 jaar
tydperk tot nog toe wees.
Oogmerk
Die primêre oorsig van die Unie-supplementum is om 'n kritiese oorsig
te gee van taalpolitieke ontwikkelinge in Suid-Afrika vanaf die
totstandkoming van die Unie van Suid-Afrika in 1910 tot en met die
jaar 2010.
