Message de la Directrice générale de l’UNESCO, Irina Bokova, à l’occasion de la Journée mondiale de la langue arabe, le 18 décembre 2014
La Journée mondiale de la langue arabe offre l’occasion de célébrer la contribution de cette langue au patrimoine commun de l’humanité.
L’histoire témoigne du rôle millénaire de la langue arabe dans la circulation des connaissances, entre différentes cultures et à travers les époques, de la philosophie à la médecine et de l’astronomie aux mathématiques. La langue arabe a fait naître un art unique de la Calligraphie, mis à l’honneur cette année par le travail de nombreux artistes, dont le grand maître calligraphe Ghani Alani, héritier de l’école de Bagdad, lauréat du prix UNESCO-Sharjah pour la culture arabe en 2009. La puissance de la langue arabe est aussi la matière vive de nombreuses traditions et arts populaires, inscrits sur la liste du patrimoine culturel immatériel : l’Al-Zajal, poésie déclamée ou chantée (Liban), L’argan, pratiques et savoir-faire lies à l’arganier (Maroc), Al-Ayyala, un art traditionnel du spectacle (Sultanat d’Oman et Émirats arabes unis), et Le rituel et les cérémonies de la Sebeïba dans l’oasis de Djanet (Algérie). Toutes ces traditions montrent combien les identités des peuples sont liées à la langue. Et nous pouvons puiser dans l’infinie beauté de la langue arabe des trésors de sagesse, de respect, et de paix, contre l’intolérance et la haine.
L’arabe est aussi le symbole de l’unité dans la diversité, où la langue classique utilisée par près d’un milliard de musulmans dans le monde entier coexiste avec de nombreux dialectes parlés par près de deux cent millions de personnes. En créant des liens culturels et de solidarité, par-delà les frontières, la promotion de la langue arabe permet à des millions d’hommes et de femmes de faire entendre leurs voix et de participer sur un pied d’égalité à la construction de sociétés plus justes, plus inclusives et plus durables. C’est l’esprit du Programme international Abdullah bin Abdul Aziz pour une culture de la paix et du dialogue, qui vise à éliminer les stéréotypes culturels, religieux et sexistes des programmes et des matériels d’apprentissage. C’est le sens du travail de l’Association algérienne IQRAA (qui signifie « lire » en arabe), qui a reçu le Prix UNESCO - Roi Sejong pour son programme sur « l’Alphabétisation, la formation et l’intégration des femmes ».
Parler, écrire, chanter en arabe, sont des façons de célébrer notre diversité créative. Et j’appelle en ce jour tous les Etats Membres, arabophones ou non, à porter ce message du multilinguisme comme force de compréhension mutuelle et de construction de la paix.

World Arabic Language Day is an opportunity to celebrate this language’s contribution to the common heritage of all humanity.
History testifies to the role played by Arabic over thousands of years in the flow of knowledge between cultures and across eras, on subjects ranging from philosophy to medicine, from astronomy to mathematics. The Arabic language engendered a unique art, calligraphy, which takes pride of place this year with the work of many artists, including the master calligrapher Ghani Alani, heir to the Baghdad School and winner of the UNESCO-Sharjah Prize for Arab Culture in 2009. The power of Arabic provides also the means of expression for many folk traditions and arts on the Representative List of the Intangible Cultural Heritage of Humanity -- al-Zajal, recited or sung poetry (Lebanon), argan, practices and know-how concerning the argan tree (Morocco), al-Ayyala, a traditional performing art (Oman and United Arab Emirates), and the ritual and ceremonies of Sebeïba in the oasis of Djanet, Algeria. All these traditions show how closely identities are linked to language. We can draw from the infinite beauty of Arabic the treasures of wisdom, respect and peace to counter intolerance and hatred.
Arabic is also a symbol of unity in diversity, as the classical language used by almost one billion Muslims across the world lives alongside many dialects spoken by nearly 200 million women and men. Promoting Arabic forges cultural ties of solidarity beyond borders, enabling millions of men and women to make their voices heard and to take part on an equal footing in building fairer, more inclusive and more sustainable societies. This is the spirit of the King Abdullah bin Abdulaziz International Programme for the Culture of Dialogue and Peace, which aims to eliminate cultural, religious and sexist stereotypes from curricula and teaching materials. It is also the purpose of the work of the Algerian association IQRAA (meaning “read” in Arabic), which received the UNESCO King Sejong Literacy Prize for its programme “Literacy, training and integration of women”.
Speaking, writing and singing in Arabic are all ways of celebrating our creative diversity. In this spirit, I call today on all Member States, Arabic-speaking and others, to convey this message of multilingualism as a force for mutual understanding and building peace.
