Call for LRC Impact Study Proposals
2027 Dedicated Issue
Foreign Language Annals

To honor the work of the Title VI Language Resources Centers (LRCs), the 2027 Dedicated Issue of Foreign Language Annals will center on their legacy. For 35 years, the LRCs functioned as national infrastructure for language education in the United States. With that funding now suspended, the field needs evidence of what the investment produced.
Part of the 2027 Dedicated Issue will be devoted to empirical studies that measure LRC impact. Impact studies must specify outcomes, identify data that addresses those outcomes, and report what the data show.
Scope
Impact may be construed at any level, including:

Learners — proficiency gains, enrollment and persistence, access to less commonly taught and heritage languages
  *
Educators — changes in instructional practice, credentialing and certification, retention in the profession, career trajectories of LRC program participants
  *
Materials and assessments — adoption, reach, and continued use of LRC-produced curricula, tools, and instruments; downstream effects on the classrooms and programs that use them
  *
Scholarship — citation and uptake of LRC-generated research; influence on subsequent research agendas, methods, or instrument development
  *
Institutions and networks — capacity built at host and partner institutions, durability of consortia and collaborations
  *
Policy — uptake of LRC evidence, resources, or expertise in state and federal decision-making

Impact studies may harness existing databases, code existing data and documents, conduct original data collection, or combine these. Both quantitative and qualitative designs are welcome, as are mixed-methods studies. Two focal areas are of particular interest:

  1.
What did the funded work accomplish, and for whom? Studies linking the character of funded projects to measurable effects across languages, sectors, regions, or learner populations.
  2.
What has persisted since funding was suspended, and why? Studies that treat sustainability itself as an outcome — comparing what was absorbed, transferred, or discontinued, and identifying the conditions that predict survival.

In all cases, we invite authors or teams of authors to propose empirically robust projects by September 15. Full manuscripts will be due on January 31, 2027, to be ready for publication in the 2027 Dedicated Issue, the final issue of 2027.
