ELL: International Congress of P.E.N. ?

I have a vocabulary list of the Kristang (Malacca Creole Portuguese)
language which was presented at the 5th International Congress of
P.E.N. , Rio de Janeiro, Brazil, December 1992.  Does anyone know
what does P.E.N. stands for?
