Pinker's Broad Range and Narrow Range Rules

Dear Members,
I wanted to know what the difference between Pinker's BRR and NRR rules
is.As for the Liking Rules he says they are universal. As for the NRR, he
says they are language specific and the learner has to get them through
the input. What is the status of the BRR? Does he make any claim about
their being universal or language specific?
