For his part, Jelinek (2004) appears to cite his 1988 paper, "Applying
Information Theoretic Methods: Evaluation of Grammar Quality", as the
source of this quote.  Whether or not that source paper was ever
published is another question, but it would seem that he acknowledges
the quote, albeit with some qualifications given in his 2004 LREC
