  I am a scholar from Ukraine ( one of the former Soviet republic). I would like to become the member of IGALA and subscribe journal. I have Visa-card (Bank of America) and may pay with  
  cheque. Am I permitted to do it? Please let me know wheter  I"ll be receiving the journal throughout 2009 year?
