[gothic-l] Was the Heruli a little tribe?

Hello ...
I joined this group in search for data about the Heruli. Normally
everyone write about a little tribe. They were enrolled as foedorati
in 268 AD and we know of them until about 552 AD.

Up to my knowledge they furnished for instance an auxiliary legion
with Theodosius the Elder 367 - 369 AD to England. That should be
maybe 6000 soldiers. To that came the cavalry and they are also
mentioned as members of the guard in Rome.
.
My simple question to this Forum is "How big area furnished these
voluntary soldiers? It cannot be just a little tribe.
