According to Braune & Helm "Gotische Grammatik", 69.3., "þ" is five 
times written by scribes as a mistake for "t".  And in 70.3. we're 
told that Latin writers writing Gothic personal names used either <d> 
or <th> for medial /þ/, which suggests a voicing of the dental 
fricative between vowels in later Gothic.
