1) Here's what Todd B. Krause and Jonathan Slocum have to say about 
such things in relation to the language of the earliest runic 
inscriptions in Scandinavia, in Old Norse Online, chapter 10.

Preposed adjectives complete the sense of the noun, while postposed 
adjectives serve to make a contrast....

There seems to be no correlation between strong/weak adjective endings 
and adjective placement: postposed adjectives may be strong or weak, 
and similarly for preposed adjectives. The strong adjective denotes a 
quality which is not a lasting attribute of the noun it modifies.

2) But in the Skeireins: þata raihtis anasiunjo wato, jah þana 
andaþahtan ahman "on the one hand, the visible water, and [on the 
other] the mentally-apprehensible spirit".  A contrast, but preposed 
adjectives.


3) While 'ahma sa weiha', following the Greek word order, is normal in 
the Bible, the Skeireins has 'fragift weihis ahmins' "the gift of the 
Holy Spirit" (weak adjective with no article).
