Inquiries: ACTFL guidelines, bilingual competence and curricular targets

Greetings,

New to the list, I have a few questions for the group.
 Please respond to butlerc at tas.edu.tw.

1. What are people?s thoughts on the utility and
validity of the ACTFL proficiency guidelines in
characterizing [single constituent] language ability
emerging from childhood bilingualism?

2. Can anyone suggest a worthy reference that treats
the development of bilingual linguistic competence?

3.  Are there reference documents out there that
describe how curriculum designers have approached
the task of developing the goals, curriculum targets,
pedagogies, materials and assessments for bilingual
(here, "heritage," I guess) learners?
