Another useful tool, albeit one that requires installation and is
a little harder to use than fontstruct, is FontForge:
http://fontforge.sourceforge.net/
which allows you to create fonts, convert them from one type to another,
change the encoding, and edit them in a variety of ways. It is also
possible to use it to take glyphs from different fonts and combine them
into a single font.
