I think that the real action for non-federally recognized tribes has to come
through Congressional legislation. This implies consciousness-raising on the
part of Senate and House members, but especially the leadership. Since some
of these groups are in California, Nancy Pellosi would be the most significant
person to address. The Executive Branch is supposed to carry out the will of
the Legislative Branch, and is limited in what it can do by itself. When the
Executive Branch tried to push the envelope too far on bilingual education,
Congress rebelled and threatened to cut off funding, so proposed regulations
were withdrawn.
