ILAT Update

Congratulations Phil...that is great but I find Canadian involvement a 
bit embarrassing since we have such a great need for collaboration.

Maybe Canadians need to review their parochial views of cultural and 
linguistic developments. We need a lot of work toward the kind of 
legislation just passed in California to allow Tribes to determine their 
own experts by their own set of credentials...something I have been 
proclaiming for the past 38 years. Our most successful language 
retention program when I was teaching elementary school was to have the 
language speakers come into the classroom and converse with the students 
in their own language. Many of the older and even some of the younger 
people spoke very little or no English. It was great. We even wrote our 
own reading materials in the local phonetic system as well as English.
