I read it in Heurgeon and maybe somewhere in Dumézil. Actually they mention
<Rumach> meaning 'from Rome, Roman', cf. Anatolian <Sfardak>, 'from Sardes'.
Apparently the meaning is unknown, but that opinion is possibly dated.
