on teaching a foreign language in a second language

Dear all!
We are interested in investigating the issue of teaching a foreign language in a second language (especially to children who have never studied reading and writing in their mother tongue). This, for example, is the case of immigrant adolescents, who have immigrated to Israel in early childhood and are taught English in Hebrew (which is not their mother tongue) at school by teachers who don't speak students' native languages (Russian, French, Amharian, etc.). We would appreciate very much if anybody could recommend us some references on this issue.
