Jonathan Leather and Allan James have edited a few
collections which are the
proceedings of the News Sounds conferences (New Sounds 90,
92 and 97).
Roy Major recently edited a special issue of Studies in
Second Language Acquisition
on L2 phonetics and phonology
J. Archibald Second Language Phonology, published by
Benjamins (1998).
Dr. Cindy Brown at the University of Delaware recently published an
interesting article on L2 acquisition of English phonemes by
Japanese-speaking learners. I don't have the citation here, but the web
page at the university of Delaware should be helpful in contacting her:

I (Roy C. Major) guest edited a recent issue of Studies in Second
Language Acquisition, 1998 (2) on interlanguage phonetics and phonology.
I've done a lot of work on the topic. Other names that immediately come to
mind: John Archibabld, Allan James, Timothy Riney, Murray Munro, James
Flege, Allan James, Jonathan Leather, Martha Young-Scholten, Ellen
Broslelow, Robert Carlisle, Henning Wode, Steven Weinberger, Georgette Ioup,
Robert Carlisle, Fred Eckman, Barbara Hacin-Bhatt
Also a recent conference in Klagenfurt, Austria NEW SOUNDS 97 took place and
the proceedings were published (Ed. James & Leather).
Jim Flege has written extensively on this topic, and there are several
books; here's some references I have from the Web.
