MLU and comparison criteria

Two points:
I have always thought about MLU as a measure relevant to production.  Is that not so?
also, MLU is a heuristic, an a-theoretical measure that is meant to allow us to choose controls in a sensible way. If we had a few good rules of thumb we could avoid methodological mistakes.
