Presumably there are other ways in which Unicode data COULD be entered:
cut and paste; and editing the underlying database (with Toolbox closed).

These may sound ridiculous, but they can be really useful:

Cut and paste can be used from an alternative editor which does support
the IME or even from a character map type of application e.g. BabelMap,
in which a word or phrase can be composed by clicking characters in a
grid and then transferring them in a single click to the clipboard. Not
ideal, but workable.

Legacy encoded fields can be converted to Unicode outside Toolbox with
SFConv, which is part of the TECkit conversion tools from SIL. At a
stage when the data is nearly complete, it might make sense to do this
conversion, and make the few subsequent edits by cut and paste.
