Try the Text Encoding Initiative, (http://www.tei-c.org), which has
tagsets for both the representation of "print"-style dictionaries and
terminological databases. Although it can appear a little scary at
first (because it's not just designed for dictionaries, but almost
any kind of text imaginable), it's worth investigating.
A good example of a succesful implementation of this is the Anglo-
Norman dictionary at http://and4.anglo-norman.net/. See in particular
http://and4.anglo-norman.net/sitedocs/techbrief1.html for a
discussion of their TEI-conformant digitisation.
