[Lexicog] Buzz words

And here's another question along these lines: When a culture comes into
contact with new concepts, such as new technologies, what's the
difference between coining words for those new concepts, and creating
buzz words?  Is it that there are already useful words for the concepts
that buzz words are being used for?
