So long as you want the letters like h-dot for which specific codepoints
exist, you don't need to use the combining diacritics. Unicode provides
such single codepoints for quite a few of the characters needed in
the IPA and other systems of transcription and for languages written in
variants of the Roman alphabet, but not for all of them. The combining
diacritics are there for use when there is no single codepoint.
