Yes, NODE has
preposition (informal) when a specified time is reached or event happens: 'I
don't think that they'll be far away from honours come the new season.'
COBUILD doesn't seem to have this usage. CHAMBERS describes this usage but
doesn't categorize 'come' as a preposition. It just says 'only 3rd pers
sing'.
