[Lexicog] Inclusion policies for phrases in well-known dictionaries

Two other comments:
1. Item of furniture - I looked up "item" in the wiktionary, and the meaning
of being a counter is not included. I think the easiest way to delete "item
of furniture" would be to add a meaning to "item" such as: Counter used for
furniture, purchased goods, [other items used].
2. Is there any sort of material that is radioactive that would not normally
be described as "radioactive material"? My guess is that radioactive
material refers to chemicals, so there might be other sorts of materials
that are radioactive, but wouldn't normally be classified as "radioactive
material". BB

Item of furniture seems ridiculous; I can't think of a reason to keep it.
Radioactive material seems like a single item, though the English does seem
transparent. It might be best described as a collocation, but is there any
other word that describes what "radioactive material" is? Radioactive
substance is a possibility, but there don't seem to be many.
