If the preferred sort order differs from what older speakers are used
to, you might consider producing two versions of the dictionary
and letting people choose. Technologically this is now trivial and need
not have much impact on cost.
I am skeptical about option (C), treating <h> as a diacritic and ignoring
it. I question whether people will find it easy to
treat <h> as a diacritic since it is written in-line (unlike the accents,
hachek, etc.) and is not a diacritic in English.
One case with which I am familiar in which full letters are ignored
is the Kuipers dictionary of Shuswap, in which the vowel letters
are ignored for purposes of alphabetization in an attempt to group
words by consonantal root. Everyone whose view I know, whether linguist
or native speaker, hates this arrangement (presumably with the
exception of Kuipers).
