Hi Joe Lu:
The International Journal of Lexicography mostly publishes in English
but they sate in their style sheet that "texts in other international
languages may be acceptable".
You could also try any of the journals which are devoted to Romance
languages Many of them specialise in literature but do publish
articles on linguistic topics from time to time. These have the added
advantage that they regularly publish in languages other than English.
