MINORITY PROTECTION REAFFIRMED IN ESTONIA AND LATVIA AS EU AND RUSSIA SIGN
DEAL

On Tuesday an additional protocol to the EU-Russia Agreement on Partnership
and Cooperation was signed in Luxembourg. It formally ends the heated debate
between EU and Russia concerning enlargement and the extension of the
Agreement for all new EU members. The controversy was caused by fourteen
“preoccupations”, which Russia presented to the EU-Russia summit in Dublin
in January, some of which referred to the Russian-speaking minority in
Latvia and Estonia.



CATALAN, BASQUE AND GALICIAN MAY SOON BE USED IN THE SPANISH SENATE

The recently elected Basque president of the Spanish Senado (the Senate),
Javier Rojo, has asked for an economic and technical report on the
possibility of introducing Catalan, Basque and Galician as working languages
in the Spanish Senate.



COMPENSATION FOR NEWLY-WEDS OVER LANGUAGE DISCRIMINATION

It was made public a few days ago that the second-level court in
Cluj/Kolozsvár, Romania, ruled in September 2003 that moral damages have
been caused to a couple whose marriage was not legally recognised simply
because the bridegroom had uttered his consent in Hungarian when asked
whether he wanted to marry his bride, even though he repeated the statement
in Romanian, the state language, immediately afterwards.



LITHUANIAN CANDIDATE FOR EUROPEAN COMMISSIONER, DALIA GRYBAUSKAITÉ,
COMMITTED TO DEFENCE OF MINORITY LANGUAGES

Candidate for Commissioner, and Lithuanian Finance Minister, Dalia
Grybauskaité, declared strong support for minority languages last week
saying that 'all minorities must be proud of their tongue' every country
must be 'sensitive to minorities living in their territory'. It is
expected that she will be working alongside Viviane Reding in Education
and Culture after her hearing in front of the Conference of Chairman of
European Parliament Committees and providing her candidature is approved
by the European Parliament.



AN INDEPENDENT WALES COUILD HELP MINORITY LANGUAGES ACROSS EUROPE SAYS WELSH
LEADER DAFYDD IWAN
