dear Mostari, You can only get a Fulbright fellowship by applying through the US embassy.  I don't think you should try to come to my university because I am now retired and do not teach any courses or have any say in what the program does.  If you do get a fellowship to the U.S., you might consider choosing Penn State University, where there are lots of faculty members interested in bilingualism (although they are not Arabic specialists).
No, I am not a historical linguist.  What do you want me to do?  Read your chapter, or what?  You don't make that clear.

merci, pour votre reponse , bien que vous etes géolinguistiuqe , peut etre vous pouvez m'aider en ce qui concerne l'histoire des langues en Algérie, car je prépare un doctorat en sociolinguistque ( en Anglais ) et mon premier chapitre parle du developement historique des langues en Algérie .
