French not the answer to immigrant job woes



Learning French is not enough to help allophone immigrants integrate
in Quebec, according to a study released by the Association for
Canadian studies. Using the latest statistics Canada figures, the
Association says across the province unemployment for French-speaking
allophones was 23 per cent versus 10.6 per cent for those who spoke
English. In Montreal, unemployment for French-speaking allophone
immigrants was 20 points higher than for unilingual Francophones with
equivalent education. "I think the conclusion is it is important to
learn French," says Executive Director Jack Jedwab. "But to put the
burden on immigrants and say the fact they're not learning French is
the principle obstacle for their employment is an incomplete
explanation," says Jedwab.
