02 October 2009 [image: pfd.jpg]The line-up for this year’s Partnership for
Diversity (PfD) 2009 conference has been finalised with part of the
conference featuring experts and discussion on linguistic rights. The
subject is highly topical in Europe at the moment because of the situation
over the Slovak language law and the general lack of substantive linguistic
rights for many speakers of minority and/or stateless languages.
The conference, organised by EBLUL and Mercator, will be held in Ljouwert
(Leeuwarden), Fryslan from 29th to 31st October. Registration has been
extended until 15th October.
Featured speakers include Karl-Heinz Lambert, Prime Minister of the German
Community in Belgium, Dr. Eduardo J. Ruiz Vieytez an expert in the emerging
field of linguistic rights from the University of Deusto in the Basque
Country, and Professor Siv Sandberg on ‘Act to Action’ - the implementation
of language legislation.
In addition, Alexey Kozhemyakov, from the Secretariat of the Council of
Europe’s European Charter for Regional or Minority Languages (ECRML), and
former MEP Marieke Sanders ten-Holte, who sits on the Advisory Committee of
the Framework Convention for National Minorities, will be holding a workshop
on the ECRML.
EBLUL MSC Presidents, Tangi Louarn, László Öllös and Athanassios Parisis
will be holding a workshop on individual and collective linguistic rights
which will produce a draft resolution to be voted on in the EBLUL General
Assembly the following day. László Öllös, a professor at the Forum
Institute, Samorin, is from the Hungarian community in Slovakia where a
tense situation continues after the imposition of the Slovak language law.
This year PfD is followed by the Liet song contest, which has become one of
the main events in the calendar for lesser used language speakers. It rivals
the Eurovision song contest for songwriting originality and that the
contestants compose and sing in their own language – not in English. It
follows PfD on Saturday 31st with all conference delegates welcome. (Davyth

10.50 – 11.20 Dr. Eduardo J. Ruiz Vieytez. Doctor in Law and lecturer in
Constitutional Law. He has taught courses in diverse European universities
and is a collaborator of the Council of Europe in the area of linguistic
minorities.

12.00 – 13.30 Workshop 1 (several parallel groups) related to themes (a)
and (b), e.g.:
Act to Action
In this workshop the Act to Action report presented by Prof. Siv Sandberg
will be discussed and compared with the situation in other regions, e.g.
Navarra/Basque Country, Wales and Fryslân. After an introduction and some
short reflections the participants can ask questions and they can discuss
different topics with the experts present.

10 years Charter for Regional or Minority Languages: what will the future
bring?
What has been done the last 10 years, but more important, what will the
future bring is the essence of this workshop. After an introduction and some
short reflections the ideas of the participants on this topic can be shared
and discussed with the experts present.

Trilingual School model, which is developed in Fryslân in the years
1997-2005.
What is the trilingual school model in Fryslân and what were the results of
the pilot project? And how will the model continue? And what kind of models
are present in other countries? These will be presented and afterwards room
is available for questions and discussion.

(including presentation of the new pavilion for new language experiences
such as in Fryslân (“Lân fan taal”) as well as in Barcelona (“Linguamón”)

General principals and possibilities of the visualisation of languages.
15.10 – 16.40 Workshop 2 (several parallel groups) related to theme (c).
Lân fan Taal (country full of languages)
In this workshop several examples on how languages have been visualised in
several regions will be presented. Differences will appear and how can be
learned from best practises? This can be discussed with the experts present.

Language promotion
In this workshop several examples of language promotion in the province of
Fryslân will be presented. Special attention will be given to the Afûk
foundation, who’s goal is to promote the knowledge and use of the Frisian
language as well as promoting the interest in Fryslân and its culture.
Examples of their projects are Praat mar Frysk, Edufrysk and Volangteers.

Media: TV and internet-TV
Many examples of the presence of minority languages on TV and internet-TV
can be found. In this workshop only a few of them can be shown. But
hopefully the participants will give input for more ideas? After an
introduction to the theme and some examples, there will be room for
questions and discussion with the experts present.
