Bilking Bilingual Feds
While the federal salary system has a position titled Foreign Language
Specialist (GS-1040), it is reserved for employees who just translate
between others while knowing little or nothing about the subject they
are translating. However, the salary system also allows agencies to
merely place the word "bilingual" after any other job title rather
than officially label someone a Foreign Language Specialist. For some
unexplained reason, doing the latter permits an agency to avoid paying
the bilingual employee anything extra for the additional knowledge and
difficulty involved with working in two languages--no matter how much
of the day is spent doing so.
