In collaboration with the Association for the Development of Education in
Africa (ADEA), the UNESCO Institute for Lifelong Learning (UIL) has just
published an evidence- and practice-based policy advocacy brief entitled *Why
and how Africa should invest in African languages and multilingual education
*.**

This brief is the product of an in-depth research and consultation process,
which was initiated in 2005 and carried out in consultation with experts –
the majority from Africa – in language, education and publishing and African
Ministries of Education. It addresses seven common concerns about
mother-tongue-based multilingual education in sub-Saharan Africa in the
light of experiences of mother-tongue education in Africa since the 1950s.
It also draws on a broad array of experiences and sources from around the
world. The focus on African experiences redresses the mistake made so often
in the past: namely, the practice of applying to this continent research
results from regions with very different linguistic contexts and learning
environments. Drawing on research results from Africa, the brief makes
concrete suggestions as to how education systems can be shaped to foster
individual and social development in African contexts.

In 2010, as a measure to facilitate the promotion of mother-tongue-based
multilingual/multicultural education and learning cultures, Ministers of
Education from 18 African countries adopted the *Policy guide on the
integration of African languages and cultures into education systems*, which
was informed by evidence supported by this brief and thus extensively
included herein.

l’éducation multilingue*

L’Institut de l’UNESCO pour l’apprentissage tout au long de la vie (UIL)
vient de publier, en collaboration avec l’Association pour le développement
de l´éducation en Afrique (ADEA), une note de sensibilisation et
d’orientation étayée par les faits et fondée sur la pratique intitulée
*Pourquoi
et comment l’Afrique doit investir dans les langues africaines et
l’éducation multilingue*.

Cet ouvrage résulte de recherches approfondies et d’un processus de
consultation lancé dès 2005 et qui a fait appel à des experts,
majoritairement africains, en linguistique, éducation et édition ainsi qu’à
nombre de ministères de l’Éducation d’Afrique. Il examine sept
préoccupations majeures liées à l’éducation multilingue fondée sur la langue
maternelle en Afrique sub-saharienne, s’appuyant sur plusieurs expériences
réalisées en la matière en Afrique depuis les années 50. Cette publication
exploite une vaste gamme d’expériences et de sources issues du monde entier.
L’accent mis sur les expériences africaines corrige l’erreur si souvent
commise par le passé, consistant à appliquer à ce continent des résultats de
recherches obtenus dans des régions présentant des contextes linguistiques
et des environnements d’apprentissage totalement différents. Se fondant sur
les résultats de recherches effectuées en Afrique, cet ouvrage émet des
suggestions concrètes pour façonner des systèmes d’éducation à même de
promouvoir un développement individuel et social dans des contextes
africains.

En 2010, les ministères de l’Éducation de 18 pays africains ont adopté
le *guide
de politique pour réussir l’intégration des langues et des cultures
africaines dans l’éducation*, document informé par les preuves et données
pertinentes sur lesquelles s’appuie dans une large mesure cet ouvrage. Cette
mesure a pour objectif de faciliter la promotion d’une éducation et de
cultures de l’apprentissage multilingues et multiculturelles fondées sur la
langue maternelle.
