    *THE CATALAN LANGUAGE AND THE LEGAL PROFESSION*

The Council of Illustrious Colleges of Lawyers of Catalonia (CICAC-Consell
dels Il.lustres Col.legis d'Advocats de Catalunya) is a public-law
corporation with full legal capacity and personality that was formed in 1983
and represents almost 28,000 lawyers. It is the representative and executive
body of the 14 colleges of lawyers in Catalonia, and the Colleges of the
Balearic Islands and Perpignan are also associated with it.

The entity's twin purposes are the general representation of Catalonia's
lawyers and the defence of the profession. Its functions also include the
coordination of Catalonia's colleges of lawyers; the drawing up of
regulations relating to professional practice and a common disciplinary
system for said practice; reporting on any legislation that is being
processed by the Generalitat; and playing a disciplinary role in relation to
members of the governing bodies of Catalan colleges of lawyers. Of our
private-interest activities, we would like to particularly stress all those
related to promoting, creating and organising services and assistance for
Catalan lawyers.

The work of the CICAC is shared between various committees made up of
lawyers from all over Catalonia, who are seeking to constantly improve
Catalan legal professionals in terms of education, of duty-solicitor work,
of language, of professional ethics, of mediation, etc. One of these
committees, formed in 1985, is the Catalan Committee (previously the
"Linguistic Normalisation Committee") whose initial objective was working to
eliminate all the prejudices related to the use of the Catalan language in
the legal context and normalise the use of Catalan amongst lawyers in their
professional activities. From 2002 onwards, that evolved into a body whose
purpose is to raise awareness of the issue amongst legal professionals, to
encourage them to use their own language in their professional activities,
and even to provide lawyers with the means and resources to facilitate the
use of the Catalan language in the legal context.

We are aware of the lack of Catalan language knowledge in this professional
group and, in order to normalise the use of the language in the legal
sphere, we look for, publicise and endow tools and resources in Catalan that
we consider necessary and useful for lawyers: technical staff to resolve any
queries, problems or issues put to them on the use of Catalan in the legal
sphere; we make an online automatic Spanish-Catalan translator available, as
well as Catalan-language online dictionaries; we produce legal forms in
Catalan; and we organise courses on spoken and written Catalan as part of
the Collaborative Agreement - that includes an ambitious two-year Work Plan
- signed between the Government of Catalonia and the CICAC.

In a similar vein, it has been noted within the profession that training is
needed on the spoken and written use of the Catalan language amongst
lawyers: over a fifteen-day period in 2009, 602 lawyers applied to take
self-taught courses in Catalan (intermediate and legal levels); this year,
the 220 places on courses were taken up in five hours. As for the courses on
oratory, in 2009 they were given in Barcelona, Girona, Lleida, Sabadell and
Tarragona, and all the places were also taken up within six days.

We believe that the resources - relating to both education and IT - provided
by us are seen as a necessity within the profession, since those taught in
Catalonia's school system before 1973 had no official education on the
Catalan language. Such a positive reaction from within the profession has
encouraged us to carry on working in the same direction, whilst attempting
to normalise the use of Catalan in professional legal practice and give
lawyers a good-quality education in Catalan.
