In order to counter growing threat perception, the Chinese

The Policy makers have debated and argued that in order to counter growing
criticism of their government, it is imperative that the Chinese government
let its citizen response to these criticisms.

Now most of the Chinese people don't know much English as well as Spanish.
So in order to make people response to these criticism, the Chinese
government has decided to implement English as a medium of instruction from
now own wards. This way the government can kill two birds with one missile.
