The language bonus points policy for Generalist (FSO) candidates has
been posted in the Selection Process Foreign Languages section of the
website. It goes into effect beginning with the June 2012 FSOT cohort.

So will candidates from the June 2012 cohort forward just be on the
same register as candidates who took earlier FSOTs?

For example, it's possible that candidates from the Feb and June
cohorts would take the OA around the same time in, say, November. If
they both pass the Russian exam, the Feb candidate will now get 0.23
more points for a lower score than the June candidate. But they would
be on the register at the same time (assuming clearance times were
equal).

Except that applicants from the Feb and June FSOT will not sit the OA
at the same time, there is no overlap in the OA testing cycles.

How exactly would there be additional registers? The language policy
also changed in January of this year, and applicants tested after that
went on the same register. I assume this is a measure taken based on
the projected needs of State going forward, and it is rightfully being
applied to those who have yet to enter into the process, as opposed to
changing the process for those mid-way through.

All candidates are placed on the Register by career track. Yes, the
candidates prior to the June 2012 FSOT will have a larger number of
languages to choose from and a lower bonus point threshhold. There was
a change in policy in September 2011 and again in January 2012 and
there may be future changes. These are all driven by service needs and
budgets and subject to change at any time.

Unrelated to the language policy, but in response to the second
commenter here... The OA schedule posted on the State website actually
does say that there will be OAs for both the Feb and June cohorts in
November 2012. So maybe they are only separated by a matter of days.

This policy change applies to generalist candidates. We will advise
you if/when here is a change for specialists.

I am sorry if this is redundant, but I just want to verify that all of
us who are already applicants are grandfathered in under whatever
system was applicable when we started applying.

In my case, I passed the OA in February and am currently waiting for
my security clearance. I took the FSOT in June 2011, and passed the
Mandarin phone test in the summer of 2010 for a previous application.
I still stand to get a 0.4 bump, right? (Because my current candidacy
began within 18 months of my language test date). Thanks very much for
your assistance.

I also would like some more clarification on this, as I'm not 100%
clear from the answers--- if I took and passed the FSOT in June 2011,
and passed the OA, and am waiting on the clearances to do the language
test for a language that would have been worth .4 (Russian), will it
still be worth that amount for me? And what is the cutoff score for
the phone interview to receive that score for candidates in that
position (who passed FSOT in June)?

The new policy applies to those candidates who begin their candidacy
with the June 2012 FSOT. Everyone else is grandfathered under the
policy in effect at the time they began their candidacy. Once a
candidacy is terminated you will have to begin by taking the FSOT
again which means the new policy will apply to you and/or any
candidacy begun after June 2, 2012.
